Community Services

In collaboration with the Board of Health, Veterans Department, COA and other town and local organizations, the Community Services Coordinator works to connect Billerica residents under 60 to resources and information on housing, utilities, food insecurity, mental health services and more. The COA has resources for residents over 60. Fill out this form for more assistance, and use the links on this page to connect to specific services.

Emergency Services

  • In a non life-threatening mental health or substance use crisis, call the Lowell Emergency Services Program (ESP) at 1-877-382-1609. They are available 24 hours a day, 7 days a week.
  • Or call the Billerica Police Department’s Community Line at (978) 215-9642 to be connected to a Frontline Initiative clinician.

Billerica Community Pantry

The Billerica Community Pantry uses a drive-through pickup model to provide food at no cost for Billerica residents. Services are by appointment only. 

To begin the registration process, print and complete the intake form and return to:

SNAP Benefits

SNAP benefits (Supplemental Nutrition Assistance Program) are administered by the Massachusetts Department of Transitional Assistance (DTA). 1 in 9 Massachusetts residents receive SNAP benefits.

Housing and Utilities

Housing Authority

The Billerica Housing Authority administers housing programs including state and federally aided public housing, federal and state rental vouchers, and emergency housing. They are located at:

Fuel Assistance

The Low Income Home Energy Assistance program (LIHEAP), or Fuel Assistance, pays a portion of heating costs for eligible homeowners and renters. LIHEAP eligible households may also qualify for assistance with weatherization and heating system repair.  

The Billerica Veterans Department can assist any Billerica resident to apply for Fuel Assistance. Contact Marie Rourke at 978-671-0968 for more information.

Community Caregivers 

Is a group of caring volunteers who assist the elderly & disabled. We can: *Grocery shop * Pick up meds from pharmacy * Mow lawn *Yard Clean up * Run errands around town*small household handy man tasks. To reach them you can email communitycaregiversus@gmail.com

Community Teamwork

Community Teamwork is the Greater Lowell region’s Community Action Agency. CTI administers a variety of programs including housing supports, fuel assistance, food and nutrition programs, financial education, and youth programs. To access CTI’s programs, contact them directly or make an appointment with the Community Services Coordinator for assistance.

Domestic Violence Intervention

Reach Beyond Domestic Violence provides emergency shelter, supportive services, and advocacy for individuals and families experiencing domestic violence. Call 800-899-4000 to reach their confidential helpline. 

Saheli provides culturally sensitive supportive services for South Asian and Middle Eastern individuals and families who are experiencing domestic violence. Call 1-866-4SAHELI (1-866-472-4354) to reach their confidential helpline.
