The PCD Department works with the Planning Board the Zoning Bylaw Review Committee and others to periodically review and update the Zoning Bylaw.

August 2023

Ask a Planner sessions at Billerica Farmers Market Kick off.  Keep an eye on the column to the right of this page for the most up to date schedule.  Also, NMCOG Staff presented to the Planning Board at the 8/21/2023 meeting.  

July 2023

Discussion of MBTA Communities at Planning Board Meeting.  RFP for Zoning Recodification was released.  

June 2023

The MBTA Communities work kicked off with a presentation to the Planning Board on June 12th.  Find more info on the MBTA Communities Page.

May 2023

At the Annual Town meeting in early May, the Town voted to authorize funds to hire a consultant to undertake recommendations in the Technical Analysis portion of the Zoning Audit report.  This "recodification" process will start over the summer.

April 2023

The ZBillerica Zoning Review_Final Report 04-2023-coveroning Diagnostic Report (Zoning Audit) was completed in mid-April. This will be used to guide the recodification effort.



March 2023

The PCD Staff hAAP-flyer-FINAL-2023-03-27as set up a series of drop-in office hours in the community during March and April for anyone with questions about planning and zoning to come talk with us.  See the schedule on the right side of this page for updated dates, times, and locations.  More dates and times will be released after Town Meeting for dates in May, June, & July.

  • Article #32 for Zoning Recodification Funding will be discussed at Town Meeting in May.  The recodification will be based on the Zoning Audit undertaken by Barrett Planning Group. The final Zoning Audit by Barrett Planning should be available in early April.   


January 2023

The Town has engaged a consultant, Barrett Planning, LLC to undertake an audit of our current zoning and make recommendations for restructuring the document to make it easier to read and use as well as eliminate internal inconsistencies and conflicts with state law.  

The Town is also working on creating zoning in the coming year that will comply with the MBTA Communities Legislation.  As of 1/31/2023, the Action Plan was submitted.
